HB 1193, a bill to STOP city gun bans, was introduced Thursday by SD State Representative Don Kopp (R-Rapid City).
City-level officials in Sioux Falls have banned guns on all city property, including parks, city buses and numerous other public places. They are enforcing this ban regardless of the concealed pistol permit. Unfortunately, Rapid City has also banned guns on some city property, and other towns in South Dakota will likely follow suit if the larger cities are allowed to get away with it.
State law already prohibits cities from creating a patchwork of so-called “gun free” zones that will ensnare law abiding gun owners. But these city bureaucrats and politicians are exploiting a loop-hole in the law to enforce their anti-gun policies. Let’s close this loophole that enables bureaucrats to clearly violate the spirit of South Dakota Law.
Experience has proven that “gun free” zones disarm only the law-abiding, while leaving gun toting thugs free to commit their atrocities. I urge you to take action to support this bill to defend the right to self-defense and end these city gun bans.

I love it when Republicans oppose local control and support big government.
I love it when liberals expose the fact that they want to control. Support of HB1193 is neither support for big government nor control of the people. It is support for the individual rights of the people over the obtrusive big-government liberal control-the-people philosophy. The 2nd Amendment of the US Constitution asserts the right of the people to bear arms. The State of South Dakota law states that local governments may not abridge or countermand that right by ordinance. Clearly the intent of the law prohibits the abridging or denial of our 2nd Amendment rights by local bureaucrats. If you don’t like the law work to repeal it but don’t subvert it.
Nice work with the buzz words Ed. The fact remains that we are trying on so many levels to control and dictate to local government. So outside of the 2nd amendment, what other laws do you see where the US and SD governmental bodies should or shouldn’t have total control over local jurisdiction?
Wait a minute, you are a big government guy aren’t you…at least when it’s convenient. Who would have figured….
This is not a matter of control of local government. This is a matter of local bureaucrats countermanding a right guaranteed by the Bill of Rights of the US Constitution and South Dakota law. None of the rights guaranteed by the Bill of Rights can be subverted, averted or ignored by any government. Local control does not extend to the limitation, countermanding or denial of free speech, religion, assembly, voting rights, etc.
It takes a big government to reel in the states, especially when extremists from either side get involved. At least admit that.
Your big Washington government only has the enumerated powers defined in the US Constitution. It is the states that should “reel in” the the federal government.
States do not have the power, authority or resources to do anythign to the federal government. LIving in S.D> I thought you’d realize how dependent your stae is on the federal government. For example, remove all the federal subsidies from S.D. farms and ranches and the state’s economy will dry up and blow away.
States have lots of power that they currently don’t exercise. The people and the states created the federal government and the Constitution enumerates the powers of the federal government. See the 10th Amendment. Your hyperbole is amusing but it is true that the State of South Dakota must become fiscally responsible NOW. All the more reason to support Governor Daugaard’s budget proposal.
I voted for D.D. He’s a good man, not held prisoner by partisanship or religious fears. He’ll be good for our state. But like it or not, S.D. is totally dependent on the federal government for it’s very survival, and it’s foolish to constantly rail against the machine when you’re totally dependent on it. S.D. as we know it is incapable of functioning without the federal government in it’s present form. Ask any farmer or rancher to see his books, and you’ll soon realize it’s true. Remember the hundreds of thousands of government dollars Noem and her family receive annually from good old Uncle Sam? Case in point.
We are here to fix the machine. The machine can still be fixed. Your failed philosophy is at the root cause of its failures. I choose not to just meekly accept the disassembly of this great nation but to work to return it to the pre-eminent status it once held. Lead, follow or get out of the way.
